The service is a record-location reference, not a private investigation firm or consumer reporting agency.
1. What This Website Is
This private reference site operates independently of government. It does not store official criminal records, retrieve them on request, perform official checks, or submit documents for a visitor.
Our role is limited to identifying custodians such as the Harlan Circuit Court Clerk, county sheriff and jailer, Kentucky State Police, and Kentucky Sex Offender Registry, along with outside tools that may assist personal research.
2. Rules for Using This Site
Use of the site is conditioned on an agreement not to:
- Interfere with site performance or another visitor’s access
- Deploy a bot, scraper, or other automated collection tool
- Attempt unauthorized entry into any system
- Use content for a hiring, housing, credit, or insurance decision
- Threaten, stalk, or harass a person with information found here
- Violate applicable federal, Kentucky, or local law
3. No Harassment, Stalking, or Discrimination
No one may use information found here or through a linked tool to threaten, stalk, harass, intimidate, or discriminate. Kentucky’s registry is published for community safety. KRS 17.580 warns that criminal misuse of Kentucky Sex Offender Registry information can be prosecuted. The data is not an invitation to confront a listed person or take vigilante action.
4. We Are Not a Consumer Reporting Agency
We are not a consumer reporting agency under the FCRA and produce no credit, background, or consumer report. Advertising partners also do not provide a site service designed to screen applicants, evaluate renters, price insurance, or assess credit. Information from these pages or linked tools must not be used to:
- Make any other decision regulated by the FCRA
- Set insurance terms or judge creditworthiness
- Evaluate an applicant for housing
- Make an employment decision
- Determine eligibility for a license, permit, or government benefit
A check for an FCRA-regulated purpose must come from an authorized official channel or a screening provider that complies with the FCRA.
5. No Legal Advice
The site provides no legal advice. General explanations of Harlan County records cannot determine how a warrant, charge, conviction, or expungement rule applies to one person. Seek advice from a Kentucky-licensed attorney.
